Cert News – Service Fee Increases Effective July 15, 2025

At CCOF, we are committed to providing high-quality certification services at a fair and accessible cost. As part of our ongoing efforts to maintain exceptional service and operational sustainability, we regularly review our pricing to ensure it reflects current industry standards and the true cost of service delivery.

Beginning July 15, 2025, we will implement modest mid-year fee adjustments for the services listed below. These updates apply to services that:

  • Have not seen a price change in over three years
  • Require additional staff time, prioritization, or specialized handling
  • Are elective add-ons or due to willful noncompliance, and are not part of standard certification fees

Expedited Services

Expedited Service incurs an additional fee for faster processing. The standard fee still applies. The table below outlines the expedited fee, related standard fee, and the total cost by service type.

Transaction Certificates (TCs)

To support the evolving export/import regulations for organic shipments, CCOF is updating its pricing structure for Transaction Certificate issuances, as well as introducing new rates for Transaction Certificates that require additional verifications. CCOF remains committed to timely service and strives to process all certificate requests within 3–5 business days of receipt. To better accommodate urgent requests, CCOF is also launching rush services for the issuance of Transaction Certificates. See the schedule below for specific rates and timelines.

 

  • New Transaction Certificate (Export/Import) Rates:
    • Standard Transaction Certificate Rate: $85
    • European Union (EU) & Great Britain (GB) COIs: $110
    • NOP Import Certificate (multi-shipment): $110

 

  • New rush services are now offered for an additional price:
    • Same-Day Processing: Standard TC rate +$100
      • Request must be submitted by 12:00 PM PT to be processed by 5:00 PM PT same day. Transaction Certificate baseline rates still apply.
    • Two Business Day Processing: Standard TC rate +$50
      • Request must be submitted by 5:00 PM PT to be processed within two business days. Transaction Certificate baseline rates still apply.

 

Compliance Oversight Surcharge

Operations that require additional monitoring, inspections, or oversight in the context of a settlement agreement or other process may incur a compliance oversight surcharge. Such charges will be identified in appropriate documents and mutually agreed, in writing through the mediation process.

These fees are based on four basic tiers, starting at $3,000 and increasing by $3,000 increments (e.g. $3,000, $6,000, $9,000, and $12,000). These charges facilitate costs associated with scheduling, management, and oversight of ongoing settlement agreements or other process-based compliance efforts such as ongoing reporting, additional inspections, or testing oversight.

Investigation Cost Recovery Fees

When performs an investigation and identifies noncompliance(s), the applicant or client may be responsible for the associated costs of the investigation, including additional inspection(s).

Investigation cost recovery includes an administrative rate of $85/hour and a technical rate of $150/hour. These fees may be billed either when CCOF closes the investigation or when a proposed adverse action(s) is issued. The costs recovered are based on the amount of time it took to conduct the investigation, starting at a minimum of one hour, and may include review of investigation-related evidence, inspection reports, and meetings.

Add Scope and Facility Fee

CCOF charges $350 to add a scope (Crops, Livestock, Handling, etc.) or a facility to an existing certification.

Farm clients with post-harvest handling and Handler clients using additional production facilities will be billed $350 annually per facility.

Reinstatement

For operations with suspended certification who must request reinstatement, the application fee will be $2,000 effective July 15.

Administrative Services Fees

CCOF charges $85 per hour for administrative services.

These changes to CCOF fees will enable us to continue investing in responsive support, timely service, and the tools and resources that matter most to our clients. By aligning our fees with the actual effort involved, we can better serve you with the quality and care you expect from CCOF.
