Tools for Uncertified Operations To Comply With Strengthening Organic Enforcement (SOE)

The USDA National Organic Program’s Strengthening Organic Enforcement (SOE) Rule poses significant changes for the organic community. Part of these changes require many uncertified operations to achieve organic certification by March 19, 2024. 

CCOF is here to support the organic community through these changes. We have created an easy-to-use self-assessment for uncertified operations to use when navigating the new regulations. Uncertified storage facilities, private label brand owners, brokers, traders, wholesalers, distributors, importers, exporters, transporters, and transloaders should take time to review this tool. Please share this flyer with your supply chain and encourage them to reach out to CCOF with questions!

Operations in need of certification should contact getcertified@ccof.org or call (831) 423-2263 ext. 1 to learn more about our 2023 SOE discount. The following reductions are available for qualifying operations submitting a completed application in 2023:

  • For applications submitted between April 1 and June 30, 2023, the fee will be $100.
  • For applications submitted between July 1 and September 30, 2023, the fee will be $150.
  • For applications submitted between October 1 and December 31, 2023, the fee will be $200.

Some operations may use the self-assessment tool and find they need to complete an Exempt Handler Affidavit (EHA). Exempt Handler Affidavits are submitted to CCOF by certified CCOF clients. Uncertified operations who complete the EHA and provide it to a CCOF certified operation should be attentive to  any follow-up questions the certified client may have. 

Don’t wait! Thousands of operations will be affected and need to be fully certified by the March 19 deadline to maintain their products’ organic integrity.
