CCOF Handler Organic System Plan Project Request for Proposal
California Certified Organic Farmers (CCOF) seeks a consultant to lead a project to review and create recommendations to simplify the CCOF Handler Organic System Plan (OSP). This Request for Proposal (RFP) presents an organizational background, scope of work, eligibility requirements, selection criteria, reporting requirements, and explanation of pricing for the selected consultant. If you wish to be considered, CCOF is requesting proposals in Microsoft Power Point or PDF that address the points and needs detailed in this RFP no later than March 6, 2026.
About CCOF
California Certified Organic Farmers (CCOF) advances organic agriculture for a healthy world through organic certification, education, advocacy, and promotion. CCOF is governed by an elected board of certified organic producers and represents nearly 4,500 diverse organic operations across North America, with almost 3,000 of those operations based in California.
Scope of Work
CCOF seeks a consultant with excellent facilitation and writing skills and a proven track record of working on organic standards. The selected consultant’s task will be to lead a process with multiple internal stakeholders to recommend an updated version of CCOF’s Handler Organic System Plan (OSP) forms with a goal of at least a 20% reduction in number of questions. This process includes but is not limited to:
- Develop a plan of activities and timetable
- Facilitate a monthly 2-hour working group to solicit input on proposed forms
- Revise and co-develop streamlined Handler OSP forms
- Manage iterative internal feedback and revision process
Timeline
The timeline for this consultancy is proposed from May 1- December 30, 2026, in addition to a kickoff meeting in late April and follow up in January 2027. Please address availability or constraints in application.

Explanation for Pricing and Cost Basis
CCOF requires pricing details and explanations based on previous work, industry pricing studies, federal per diem, or GSA rates. The total cost of the proposal should be no more than $12,000.

Eligibility Requirements
The selected consultant must exhibit proven expertise in facilitation, technical writing, and organic regulations and be available for work within the above timeline.
Selection Criteria
CCOF will choose the consultant based on qualifications, experience, approach, and philosophy, as well as location of the office where the work is to be conducted, staff qualifications, client base depth, and pricing.
